Pro meter SIA is an engineering and metrology company based in Ventspils, Latvia. We support custody transfer projects for crude oil, petroleum products and gas, including international ones: transit corridors, export terminals and border metering stations, where a measurement result becomes a payment, a contract and, at times, a dispute.

Founder
Rail Basharov — founder and lead engineer
Rail Basharov founded Pro meter SIA and leads its engineering work. He is a metrology engineer with 45+ years of practice in custody transfer of crude oil, petroleum products, gas and process liquids. He graduated from the Ufa Oil Institute, now Ufa State Petroleum Technological University.
- Staff metrology engineer and work lead at SIA Olimps. All projects listed on this page were delivered within SIA Olimps.
- 1987: new-generation automated crude oil metering station, NICHIMEN project (Japan / USSR), at a facility carrying a significant share of hydrocarbon export flow.
- Engineering work for Latvijas Gāze, LatRosTrans and Ventamonjaks.
- Technical maintenance of crude oil metering stations at the Mažeikiai refinery, Lithuania (1980s–1990s).
- Long-standing work with the research institutes VNIIR (flow metering) and VNIIMS (metrology and standardisation): review and validation of methods and design solutions.
- 200+ calibration documents, certificates, methods and protocols developed and applied.
- Audits, risk analysis, contract review and technical evidence for critical commissions.

A transit corridor brings together different engineering schools, standards, supplier expectations and customer requirements. Pro meter works at this junction and keeps the project under engineering control.

At the early stage the station layout, verification scheme, instrument requirements, data architecture and roles of the parties are still open. Weak points and costly redesign are removed here, before procurement and construction.

Selected projects
20+ international and 100+ national industry projects, many with later reconstructions, in Europe and the CIS. All projects were delivered within SIA Olimps, where Rail Basharov worked as staff metrology engineer and work lead.
Mažeikiai Refinery, Lithuania 1980s–1990s
Technical maintenance of crude oil metering stations: regular service, verification support and inspection readiness of custody transfer metering at a major Baltic refinery.
Ventspils Crude Oil Terminal No.703 1987–2004
One of the early full-scale export crude oil metering stations. Viscosity correction algorithms were developed here and agreed with VNIIR.
Ventspils Diesel Oil · Skrudaliena Diesel Oil
Petroleum product metering, including the Russia–Latvia border station. The density meter was moved from the compact prover to the quality block through a hydraulic damper, and emergency valve and control logic was implemented. Skrudaliena became the practical basis for contractual and metrological protection of export operations.

Reconstruction of process control at a liquid ammonia transshipment terminal, with high safety and environmental requirements.

Gas metering at the Korneti station and at the Inčukalns Underground Gas Storage, Latvia. Harmonisation of standards, measurement methods and verification methods for natural gas metering stations.
