Immediately after the tender and contract, we do not just “look into” someone else’s drafts — we take control. We carry out an audit of the source data and prepare our own SOW: general project regulations, data requirements and document versions, responsibility matrix. Together with SIA Olimps (design) and Emerson (equipment) for LatRosTrans, we implemented modernization of the commercial diesel fuel metering station. Key solutions: relocated the vibration densitometer from the compact prover to the quality block through an outlet manifold “damper,” eliminating mechanical shocks and improving accuracy to ±0.1 kg/m³; removed hardware redundancy and reduced project cost by ~15%. Configured safe NO/NC valve scenarios for different types of facilities (pipeline/port). The unit passed initial tests, was commissioned, and has been in long-term operation without overhauls — the solutions became typical for subsequent stations. 📑Custody Transfer (Fiscal Measurement)
What it is. Almost all major projects of oil, petroleum product, and gas transit through Latvia have been implemented with the participation of SIA Olimps. After trust and contract, Olimps builds the “roadmap” of the corridor: connecting the Customer, Supplier, and Manufacturer, defining the accounting strategy and equipment selection, engaging construction/technology contractors, inspections, and metrology institutes. The basis is a proven, long-practiced approach recognized in international trade operations.
How we do it. We keep the custody regime frame: from day one we separate Maintenance and Custody, fixing formulas, corrections, units, and rules of rounding/recording results. Architecture and logic are aligned together with Engineering; specification and completeness risks are mitigated through procedures for Dealers & Suppliers; FAT/SAT and acceptance are planned. Calibrations/verifications and uncertainty budgets are conducted according to Calibration & Verification methods. For operation, we issue a Technical Maintenance program (roles, SLAs, forms). Legal robustness of protocols is ensured by Legal Shield.
Who does it. Pro meter is responsible in these projects for the metrological support of Custody nodes and consistently acts as an expert consultant in metrology and international trade operations. We coordinate communication between the customer, manufacturer, inspections, and laboratories, fix the responsibilities of the parties, and close risks before they arise.

🛠️Technical Maintenance
Task. Keep measurement nodes in an “inspection-ready” state without unnecessary downtime. We take on planning of PM-1/PM-2/PM-3, corrective actions, spare parts, access, and document version control.
How we work
We start with synchronization with Engineering so that the scope of work and algorithms match the project. Maintenance schedules are aligned with Calibration & Verification windows to avoid duplicate downtime. Supply, spare parts, and service risks are mitigated through rules for Dealers & Suppliers. Routine tasks (instrument registries, notifications, reporting) can be managed in the Metrology Outsourcing format. Legal correctness of acts, logs, and changes is ensured by Legal Shield.

How we do it
Formulas, corrections, and uncertainty budgets are pre-integrated into the project together with Engineering. The calibration plan and time windows are aligned with Technical Maintenance to avoid double downtime. Standards, certificates, and intervals are maintained through a traceability matrix and cross-checked with Laboratories (ISO/IEC 17025).
